Yesterday, the Silver
Springs General Improvement District Board of Trustees was dissolved by the
Lyon County Commissioners because of insurmountable problems. They found it
better to dissolve the Board than to endure more in-fighting. The change
will be final on July 7th .
Who would have thought
a sewer plant would be some much trouble to run? It shouldn’t have been, but
with "small town politics" and corruption, the situation degenerated into a
big mess which included a physically deteriorating sewer plant now out of
compliance with state EPA rules, a mismanaged budget not, members of the
public being afraid to speak at board meetings and incredible discord
between employees and the board trustees.
To make matters worse,
right after the commissioners dissolved the GID, three members of the board
met without public notice and fired all of its employees. On its face,
this was very punitive, disrespectful and clearly showed the dysfunction and
malice of most Board members toward employees and the public. Further, the
board met illegally and did not care to follow the open meeting laws.
The county manager was
right when he said to the Nevada Appeal,
“... the firings
were not legal because the trustees' meeting was not legal, since there
was no public notice given. Any action taken at an illegal meeting is
also not legal”.

Now, it is time for
the Lyon County Commission to formally refer this matter to the District
Attorney. The people who illegally met must be held to account and charged
criminally.
