Schwarzenegger Promises May Become Political Lies

October 12, 2003

Schwarzenegger promised many things to become the new California governor. He said he would clean up the mess, throw out the old and bring in the new. He blamed Davis and his cronies for the financial mess and promised many
things to get votes and a win. He also said he would get many things completed in the first 100 days of his administration.

We shall see.

Realistically Schwarzenegger will not be able to deliver much in his first 100 days except excuses and blame. Arnold has no government experience but has surrounded himself with those that have what it takes. So, if he can't deliver, he can't claim ignorance and naiveté. He has the resources to make decisions.

Lets not forget these promises:

( *** Those promises he said he would fulfill in the first 100 days of his administration.)

     EDUCATION

He promised not to cut education and balance the budget all the same without any new taxes except in the case of calamity.

     AUDIT and SPENDING

He said he would start an impartial 60-day audit of state finances to find out where money is spent with the goal of reducing government spending. ***

He will submit a balance state budget without tax increases for 2004. ***

He wants to insure future balanced budgets by capping state spending using a constitutional amendment.

He believes eliminating waste and fraud will generate $250 million.

He will call a special session to handle the budget deficit of 8 billion plus dollars. ***

     WORKERS COMPENSATION

He said he would not sign a budget that did not include plans to reform California's workers' compensation system. He said he would start solving the problem by calling a special legislative session to tackle workers' compensation and the budget crisis. ***

     UNEMPLOYMENT TAX

He will stop a hike in unemployment insurance rates by reducing unnecessary costs.

     INDIAN CASINOS

He said he would talk to the tribes and convince them to give California money despite the fact they are tax exempt. he believes this will generate 1 to 2 billion dollars. ***

     FEDERAL FUNDS

He said he would talk to Washington and convince Bush that California needs help and money.

PROPOSITION 13

Proposition will not be changed to generate additional property taxes to balance budget.

     CAR TAX

He said he will rescind the new car tax on his first day in office. ***

     STATE EMPLOYEES

He said he will renegotiate state employee union contracts to save money. ***

     ILLEGAL IMMIGRANT DRIVERS LICENSES

He said he would repeal a law that gives driver’s licenses to undocumented immigrants.  ***

     GOVERNMENT IN GENERAL

He supports a constitutional amendment to permit a three-person panel of retired appellate judges to do the redistricting instead the Legislature.

He supports a bill which to create a constitutional guarantee of public access to government meetings and records. The Legislature, now exempt would also be covered.  ***

He supports a bill to ban fund-raising by the governor and legislators during the budget debate, except when it occurs 90 days before election.  ***

     ELECTRICAL POWER

He wants to boost solar power use by equipping 50 percent of new homes with photovoltaics by 2005.

He wants to set up hydrogen-fueling stations every 20 miles on the state's major highways by 2010. This would be a public-private partnership.

***  Those promises he said he would fulfill in the first 100 days of his administration.
