PEBP Board Has Got to Go
March 5, 2003The PEBP Board (Public Employees
Benefits Board) is a political arm of the executive branch. As such, it is
subject to the whims of the Governor, especially this governor who can't
seem to make good choices regarding the Board's Director.
The incompetence is inexcusable.
Every year it is the same. The Board is in trouble and in debt for
millions and asks for bailouts. Luckily the bailouts have come. No one
expects this to continue forever. It can't.
This is what we should do.
1. Eliminate the Board entirely. This can be done over two years but
not more;
2. Assign the Risk Management Division the task of finding brokers who
will go out and look for a benefit plan for the money we can afford;
3. Enter into a contract with the insurance carrier for two years and
4. Start the process over.
Right now, the state is in the insurance business. It didn't work for the
workers compensation plan and it isn't working now for the state's health
benefit plan.
Lets get rid of the Board NOW!
